Personality: "The tycoon of a winery empire in Mondstadt, unmatched in every possible way."
To most of Mondstadt, Diluc is polite and reserved, an upstanding and commendable leader of their community. He's not warm in his demeanor, but few hold that against him. The last several years of his life were marred by tragedy, after all, and his service to the city and pedigree allow him some degree of forgiveness on that front.
The degree to which those tragedies affected him run far, far deeper than most know. Diluc keeps up the facade in order to make sure it stays that way.
By all accounts, in his younger years Diluc was kind, dedicated, passionate, and eager to do good. As a descendant of The Dawn Knight Ragnvindr, and as his father's golden child, expectations of him were very high--and he excelled. He received a Vision at a young age, became Calvary Captain of the Knights of Favonius, and was a never-ending source of his father's pride. The last accomplishment, to him, was the most important of them all.
After the death of his father and subsequent betrayal by the Knights of Favonius, the traits he had come to be known for were twisted by anger and grief. Kindness was suppressed and replaced with a terse disposition, dedication and passion became zealous pursuit and obsessive perfectionism, and "good" was something to be done by whatever means necessary. In the name of answers, vengeance, and rooting out the corruption that plagues all of Teyvat (and Mondstadt especially), the ends justify the means--whether that means taking up the same evil artifact that killed his father or torturing an Abyss mage for information or turning his weapon on his brother in response to learning the truth of the other's motivations. In order for dawn to come, he'll walk in the darkness as much as he needs to.
Despite questionable methods and even more questionable coping mechanisms (someone needs to invent therapy in Teyvat, please and thank you), Diluc's motives are largely the same as they've always been. He sees himself as a protector, particularly of those who are unable to protect themselves, and he values truth and straightforwardness in organizations and other people. He cares deeply about Mondstadt and its people, and will do whatever he can to ensure that their continued well-being and safety. To that effect, he makes it a point to be well-informed, having no shortage of contacts both official and otherwise at his disposal to make sure that nothing happens without his knowledge.
Beneath everything, and despite everything, there's also a part of him that clings to the idealism of his younger self. It fuels the determination that keeps him moving forward in creating the world he thought existed back then. The world can be good, if he puts in enough effort to make it so. No one else should have to suffer what he has suffered. If he has his way, no one else will suffer it.
This outlook that he's come to possess is best summarized in Diluc's fifth character story:

ABILITIES:
• Pyro Vision: Functionally, a blessing from the gods of Teyvat that gives him the ability to use fire magic, up to and including summoning a phoenix to tear through the battlefield.
• Weapon Summoning: Vision-bearers seem to have the ability to call forth their weapon from some kind of mystical hammerspace as opposed to carrying it on their person. Diluc in particular very clearly demonstrates this in a cutscene, suggesting it's not just a gameplay mechanic.
INVENTORY:
• Pyro Vision: Visions are physical objects in addition to god-granted abilities. Diluc wears his on his belt.
• Favonius Greatsword: It's a claymore. That's about it.
• Mask: The mask has no special abilities aside frompoorly disguising Diluc when he wears it.
Suitability & Plans: Diluc Ragnvindr is not a man who does anything by halves, and that will carry over into Songerein. While he won't be happy to be here, his first and foremost priority will be to better understand this dreamworld and why they're in it. His second priority will be to defend this world from any perceived threats, both internal and external (up to and including himself, if necessary). He'll insist on working alone as much as possible, but the reality of the matter is that he'll need allies and informants in order to actually get anything done.
Priorities that he will not have, but will be good for him, are getting to know new people, establishing honest relationships, and possibly learning how to deal with his grief and anger in a healthier, less self-destructive way. Whether he likes it or not, he's going to have to grow as a person while he's here.
